Why Louisiana crews and offices hire our app developers
Your crews work inside units, on boats and on farms where the signal comes and goes. We build mobile apps that store the day's checklists, permits and photos on the phone and sync when the connection returns, plus a web app for the office. Contractors working around the Richland Parish data center build need the same thing: crew, safety and job records that hold up on a muddy site.
Louisiana's rules are also changing. The Louisiana Data Privacy Act takes effect on January 1, 2027, and app store age-verification duties follow on July 1, 2027. We write what your app collects, from whom and how users can opt out into the scope, so the build is ready on day one. Our proof: Respond Central cut transport requests from 22 minutes to 3, and Farmers Market Haul lifted vendor sales 22%.
How to hire an app developer in Louisiana: 6 things to settle first
- Will the Louisiana Data Privacy Act apply to us on January 1, 2027?
It covers businesses in Louisiana with gross revenue over $25 million, or that handle personal data of 75,000 or more consumers, households or devices, or earn half their revenue from selling data (Act 502 of 2026). If you qualify, plan privacy notices and opt-outs now.
- Will my app be sold through the app stores?
Louisiana's App Store Accountability Act puts age-verification and parental-consent duties on app stores from July 1, 2027, with duties for developers too. If minors may use your app, scope the age signals with us.
- How fast must we report a breach?
Louisiana requires notice to affected residents within 60 days of discovering a breach, and to the Attorney General within 10 days after that. We build logs that show exactly whose records were touched.
- Will I owe sales tax if I sell the software?
Since January 1, 2025, Louisiana taxes prewritten software access services and digital products. If you plan to sell your app as a subscription, ask your accountant before setting prices.
- Will the app be used without signal?
Plants, levees, rigs and storms all knock out connectivity. Offline mode takes less time and money to design in than to retrofit, so we decide it on the first call.
- Will I own the code and accounts?
With us, code, hosting and app store accounts are in your name, with a recorded handover video and written documentation.
Which Louisiana laws change how your app is built?
The Louisiana rules we design consent screens, data retention and breach logging around. A planning summary, not legal advice.
| Rule | What it means for the build |
|---|---|
| Consumer privacy law | Louisiana Data Privacy Act (SB 386, Act 502 of 2026) (La. R.S. 51:1780.1-1780.5), in effect from 2027-01-01. Applies to: Does business in LA and one or more of: annual gross revenue >$25 million; buys/receives/sells/shares personal data of >=75,000 consumers, households or devices; or >=50% of annual revenue from sale of personal data (per official Act digest). Plan for access, deletion and opt-out requests in the admin panel. |
| Data breach notification | La. R.S. 51:3074: notice deadline 60 days from discovery (AG notice within 10 days after resident notice). We build audit logs that show what data was touched, so notice can be accurate and on time. |
| App Store Accountability Act (HB 570 / Act 481 of 2025, replaced by HB 977 / Act 185 of 2026), R.S. 51:1771-1775 | App stores must verify age and get parental consent for minors; developers have duties; AG enforces. No injunction found. (effective 2027-07-01) |
| Secure Online Child Interaction and Age Limitation Act (Act 456 of 2023) | Required platforms with >5M users to verify age and get parental consent for minors; not enforceable. (effective permanently enjoined (NetChoice v. Murrill, M.D. La., 2025-12-18; on appeal)) |
| Sales tax on SaaS | taxable: Since 2025-01-01 (Act 10 of 2024 3rd ES, amended Act 384 of 2025) prewritten software access services, information services and digital products are taxable; narrow R.S. 47:305.12 exemptions only.. Relevant if you will sell your app as a subscription. |
| Time zone | Central. Our team works from San Francisco (Pacific), with remote specialists covering other hours, so Louisiana working hours overlap with ours every weekday. |

Alpit PatelFounder and CEOEngineering is led by co-founder and CTO Shivam Pujara.Software development company in Louisiana: questions people ask
How much does it cost to build software in Louisiana?
With us, a typical app, web app or internal tool costs $7,000 to around $25,000 to $30,000. Simple tools with a few screens stay at the low end; offline sync, several roles, payments and integrations raise the price. Louisiana clients pay the same as everyone else, and the price is written down after a free 30-minute call.
How much does it cost to build an app and a website?
With our team, an app and the website or web admin behind it usually cost $7,000 to around $25,000 to $30,000 together, because both run on one shared backend. A web app alone often sits lower; a field app with offline sync, plus an office web app, sits higher. You get one written quote covering both after a free 30-minute call.
Should I hire an in-house developer or a software development company?
Hire in-house when software is your product and you need someone full time for years. Hire a company when you need one app built and launched, with design, backend, mobile and testing covered by a team. Our builds cost $7,000 to around $25,000 to $30,000, and the documented handover means a future in-house hire can take over.
How long does app development take?
Our 44 published builds shipped a first release in 5 to 10 weeks, with a median of 7. Farmers Market Haul took 6 weeks and Respond Central took 8. Offline sync and integrations with plant or accounting systems add time, so we confirm the schedule once the written scope is agreed.
Can you build an app that works offline at a plant or on the water?
Yes, when it is designed that way from the start. The app keeps forms, checklists and photos on the device, lets crews work with no signal, then syncs when the phone reconnects, using conflict rules agreed in advance. We scope offline mode on the free call because it changes both price and timeline.
Does the Louisiana Data Privacy Act affect my app?
From January 1, 2027, it applies to businesses operating in Louisiana that have more than $25 million in annual revenue, handle personal data of at least 75,000 consumers, households or devices, or earn half their revenue from selling data. Smaller businesses still face the breach law: notify residents within 60 days of discovering a breach.
Can a San Francisco team work with a Louisiana company?
Yes. Louisiana is on Central time, two hours ahead of us, so mornings in New Orleans or Baton Rouge are early for us and afternoons fully overlap, about six shared hours a day. You get weekly video demos and a test build on your own phone. We do not have a Louisiana office and say so up front.
How do I choose a software development company in Louisiana?
Ask for published builds with named clients and results, a written scope and price, who will write the code, and whether the code and accounts end up in your name. For field apps, ask how they handle offline sync. A company that answers all of that in writing is a safer bet than a nearby one.
Should a Louisiana company build a web app or a mobile app first?
If your users sit at desks, start with a web app: one codebase, no app store review and same-day updates. If they work in the field, on a boat or at a plant, start with an offline-ready mobile app. Many projects end up with both, sharing one backend, with a web admin panel for the office.
Can app developers steal your idea?
Your best protection is the contract, not secrecy. Ours puts the code, hosting and app store accounts in your name from the first commit, and we sign an NDA on request before you share details. Ideas are rarely the hard part; shipping and running the app is. Bring as much or as little as you like to the free call.
