Software and app development · Colorado
Colorado software development company with privacy rules in the scope
We are a software development company working with Colorado businesses remotely, from Boulder startups to Front Range suppliers, on mobile apps, web apps and custom software. Most builds cost $7,000 to around $25,000 to $30,000 and reach a first release in 5 to 10 weeks. You get the price in writing after a free 30-minute call, and the code is yours.
Written scope and quote after the call. NDA on request. You own the code.
Teams we have built software for
Colorado businesses should book us because consent, data and AI features are planned against the Colorado Privacy Act and the 2027 AI rules before the first screen is drawn, then launched in about 7 weeks with the code in your name.
Our 16-person engineering team works in-house in San Francisco, backed by 30+ remote specialists, and Colorado is only one hour ahead of us, so your whole working day is shared with ours. Citi, Spirit Airlines and the Miami Dolphins have shipped software with us, and every build we publish lists its timeline and results.

Apps and software we build for Colorado businesses
Aerospace and defense suppliers
Your test results, supplier certificates and inspection sign-offs sit in shared folders, and an audit means a week of hunting.
A document and quality tracker where every record has an owner, a version history and access limited by role, so an auditor gets one link instead of a folder tour.
Outdoor guides, rentals and lodging
Guests book a guide on one site, rent gear on another and sign a paper waiver at the counter.
One booking app that sells trips, gear and lodging together, collects the waiver on the phone and shows the final price before checkout.
HR, lending and insurance software
Your product scores or ranks people with AI, and from 2027 Colorado expects notices, corrections and human review for those decisions.
An AI decision feature with the consumer notice, a correction request flow and a human-review queue designed in from the first release.
Aviation services
Owners and operators trade hangar space, maintenance slots or charter seats by phone and email.
A two-sided marketplace that matches requests to availability and takes payment, the same pattern we used for GoHangars.

What our mobile app development company builds for Colorado businesses
You want an app that does one job well and does not create a legal headache later. Colorado has a broad state privacy law, plus a biometric rule and new AI and chatbot rules starting January 1, 2027. We write the data your app collects, the consent it asks for and any AI feature into the scope on day one, so the privacy work is priced in, not bolted on. Then we build it: a web app for your team, a mobile app for your customers, or an AI feature with the notices the new law expects.
Supplying the space and defense programs around Colorado Springs or Centennial? We see a lot of supplier paperwork that still lives in spreadsheets, and we turn it into internal tools with role-based access and an audit trail. Whatever you run, you get weekly demos, a staging link to test on, and a recorded handover video and written documentation at the end. Check our pricing or the app cost estimator, then book the free call.
How to hire an app developer in Colorado: 5 things to settle first
- Does the Colorado Privacy Act reach you?
It applies once you process personal data of 100,000 Colorado consumers a year, or 25,000 if you earn money from selling data. Count your expected users now. If you will cross the line, the app needs a privacy notice, opt-outs and a Global Privacy Control signal check. Colorado AG guide.
- Will you collect fingerprints or face scans?
Colorado's biometric amendment (HB 24-1130) applies at any size: a written policy, a deletion schedule, and notice plus consent before you collect. Tell us early if login or check-in uses biometrics.
- Is there AI or a chatbot in the plan?
From January 1, 2027, SB 26-189 adds duties for AI used in consequential decisions, and HB 26-1263 requires chatbots to disclose they are AI. We scope the notices and review steps with the feature.
- Who owns the code and accounts?
You do. Code, hosting and app store accounts sit in your name, and handover includes a recorded walkthrough video and written documentation.
- Is the scope, timeline and price on paper?
Screens, integrations, milestones and the price in writing before work starts. See our pricing for what pushes a build from $7,000 toward $30,000.
Which Colorado laws change how your app is built?
The Colorado rules we design consent screens, data retention and breach logging around. A planning summary, not legal advice.
| Rule | What it means for the build |
|---|---|
| Consumer privacy law | Colorado Privacy Act (SB 21-190) (C.R.S. § 6-1-1301 et seq. (applicability § 6-1-1304)), in effect from 2023-07-01. Applies to: Conducts business in CO or targets CO residents AND (controls/processes personal data of >=100,000 consumers in a calendar year, OR derives revenue or receives discounts from sale of personal data and processes/controls data of >=25,000 consumers). Requires honouring universal opt-out signals such as Global Privacy Control, so the app needs an opt-out flow that reads the browser signal. |
| Data breach notification | C.R.S. § 6-1-716: notice deadline 30 days. We build audit logs that show what data was touched, so notice can be accurate and on time. |
| SB 26-189 Automated Decision-Making Technology (repeals and re-enacts SB 24-205 Colorado AI Act) | Signed 2026-05-14; SB 24-205 (delayed to 2026-06-30) never took effect. From 2027-01-01: developer documentation, deployer consumer notices, correction and human-review rights for consequential decisions. (effective 2027-01-01) |
| HB 26-1263 Conversational AI Service Operator Requirements | Chatbot operators: AI disclosure, self-harm protocol + annual AG report, age estimation, protections for known minors. (effective 2027-01-01) |
| HB 24-1130 Privacy of Biometric Identifiers & Data | CPA amendment: written biometric policy, retention/deletion schedule, notice + consent before collection, limits on employee biometric consent; applies regardless of CPA volume thresholds. (effective 2025-07-01) |
| Sales tax on SaaS | not taxable: State level: SaaS and electronically delivered software not taxable through 2026-12-31; from 2027-01-01 (HB 26-1223) software generally taxable regardless of delivery unless negotiated signed license or custom. Home-rule cities set their own rules.. Relevant if you will sell your app as a subscription. |
| Time zone | Mountain. Our team works from San Francisco (Pacific), with remote specialists covering other hours, so Colorado working hours overlap with ours every weekday. |

Alpit PatelFounder and CEOEngineering is led by co-founder and CTO Shivam Pujara.Software development company in Colorado: questions people ask
How much does it cost to build an app in Colorado?
Most apps and web apps we build cost $7,000 to around $25,000 to $30,000. A lean first version with one user type and a handful of screens lands near the bottom; payments, several roles, integrations and privacy features push it up. Colorado clients pay the same as anyone else, and the price comes in writing after a free 30-minute call.
How long does app development take?
From signed scope to first release, our 44 published builds took 5 to 10 weeks, with 7 the median. GoHangars, an aviation marketplace, shipped its first version 7 weeks after the first call. Builds with heavy integrations, such as Spirit Airlines' group booking at 10 weeks, sit at the long end. We agree the plan once scope is written.
Does the Colorado Privacy Act apply to a small business app?
Usually not at launch. It covers businesses that process personal data of at least 100,000 Colorado consumers a year, or 25,000 if they make money selling data. The biometric rules are the exception and apply at any size. Breach notices are due within 30 days either way, so we build logging that can tell you who was affected.
Can you build AI features that meet Colorado's 2027 AI law?
Yes. If your app uses AI to make or shape decisions about jobs, loans, housing, insurance or similar, SB 26-189 takes effect on January 1, 2027 and expects notices, correction rights and human review. We design those screens and the review queue into the first release, so you are not rebuilding the feature a year later.
Can you build software for aerospace suppliers in Colorado Springs or Centennial?
We build the business software around the hardware: quality and document control, supplier portals, inspection logs and scheduling. We do not write flight or embedded code. If a contract carries export-control or federal security clauses, tell us on the free call, because that decides hosting and access, and we say plainly whether the work fits our team.
Do I need a Colorado-based app developer?
No. What matters is overlap and accountability, not a shared ZIP code. Colorado is one hour ahead of our San Francisco team, so the full working day overlaps. You get weekly video demos, a staging link to test, one project lead, and a written scope and price before any code. We do not have a Colorado office.
How do I choose a software development company in Colorado?
Ask for proof: published builds with named clients, timelines and results. Ask who writes the code, whether the quote is a written scope and price, and whether the code and accounts are in your name. Then ask how they would handle the privacy law for your app. Good answers to those beat a local address.
How long does it take to build an app with AI?
A simple prototype can come together quickly with AI builders such as Lovable, Replit or Claude Code. A version real customers rely on takes longer, because logins, payments, privacy notices, testing and store release take the time, not typing code. Across our 44 published builds the first release took 5 to 10 weeks, median 7, with Colorado's privacy rules planned into that scope.
Should I hire a freelancer or a software development company?
A freelancer can suit a small, well-defined job you can manage yourself. A company suits an app with several parts, because design, backend, mobile and testing need more than one person and someone has to stay accountable. With us you get 16 in-house engineers led by our CTO, a written scope and price, weekly demos and the code in your name.
