Mobile app development company in Utah with AI and age rules built in
Looking for a mobile app development company in Utah? Product teams, founders and consumer brands hire us for mobile apps, web apps, AI features and SaaS products. Most builds cost $7,000 to around $30,000, with a first release in 5 to 10 weeks. The code is yours from the first commit.
Written scope and quote after the call. NDA on request. You own the code.
Teams we have built software for
Utah teams book us because we scope the state's AI disclosure and app store age rules before design, write the price down after one call, and ship a first release in about 7 weeks.
We are a San Francisco company with 16 engineers in-house, 30+ remote specialists and 200+ software projects delivered. Utah sits one hour ahead of us, so we overlap 10 a.m. to 6 p.m. Mountain every weekday. Citi, Spirit Airlines and the Miami Dolphins have built with us.
How to compare app development companies in Utah
Search results for the top app developers in Utah are mostly directory listings and "top 10" lists, and many of those lists are written by an agency that includes itself. Use them for names, then put every shortlisted firm through the same seven questions.
| What to compare | aibrevo | What to ask any other firm |
|---|---|---|
| Price before you sign | Published: $7,000 to around $25,000-$30,000, then a written quote after a free call. | Ask for a written range before the sales call. Many firms list pricing only as "project based". |
| Time to a first release | 5 to 10 weeks across our 44 published builds, median 7. | Ask for launch times on real, named projects, not an estimate for yours. |
| Who writes the code | 16 in-house engineers led by CTO Shivam Pujara, plus 30+ remote specialists. | Ask for the names of the engineers and whether any work is subcontracted. |
| Proof | 44 builds published with results, including Citi, Spirit Airlines and the Miami Dolphins. | Ask for named clients you can call. Check whether a "top 10" list was written by a firm that ranks itself. |
| Code and accounts | Yours from the first commit: repository, hosting and app store accounts in your name. | Ask whose name the repository and store accounts are registered in. |
| Handover | Recorded video walkthrough plus written documentation. | Ask what you receive if you move the app to another team. |
| After launch | Optional support, billed per hour. No retainer required. | Ask whether support needs a monthly retainer or a minimum term. |

Apps and software we build for Utah businesses

| University spinouts and early founders | You need a working product for a pilot customer or a raise, not another prototype in slides. | A focused MVP with sign-up, the core workflow and billing, live in about 7 weeks. MVP development |

What do you want to build in Utah?
For Utah clients we build mobile apps, web apps and SaaS, AI features, custom software, MVPs and CRM setups.
Why Utah product teams hire our mobile app developers
Many Utah companies already have engineers and hire us for the piece next to the core product: a mobile app beside a web platform, an AI feature customers have been asking for, or an internal tool nobody has time to build. We add the AI disclosure Utah requires to the design, not as a banner after launch. Our Ingio platform cut AI assistant deployment from six to eight weeks to 20 minutes and reached 3,400 business accounts in a year.
If you are a spinout or a first-time founder, we build the MVP investors and pilot customers can actually use, in about seven weeks. Consumer and subscription brands get apps designed to keep users: Stridely holds 52% retention at ninety days. Book a free 30-minute call and you get a written scope and price, typically $7k to $30k.
How to hire an app developer in Utah: 5 things to settle first
- Does the Utah Consumer Privacy Act apply to us?
Only to businesses with $25 million or more in revenue that also hold data on 100,000 Utah consumers, or 25,000 with over half of revenue from selling data. See Utah Code 13-61. Most smaller Utah apps fall outside it.
- What must we disclose if the app uses generative AI?
The Artificial Intelligence Policy Act requires disclosing AI when a consumer asks, and up front in regulated or high-risk interactions. Mental health chatbots have extra rules under HB 452.
- Will minors use the app?
Utah's App Store Accountability Act makes app stores verify age and parental consent, and developers must use that store data. Its dates were changed in 2026, so we confirm the current ones before scoping.
- How is SaaS taxed in Utah?
Utah taxes remotely accessed prewritten software used in the state, while custom software license fees are not taxed, per Publication 64. Price your subscription with that in mind.
- Will code, accounts and scope be in my name?
With us, code, app store accounts and hosting are yours, the scope and price are in writing first, and handover includes a recorded video walkthrough and written documentation.
Which Utah laws change how your app is built?
The Utah rules we design consent screens, data retention and breach logging around. A planning summary, not legal advice.
| Rule | What it means for the build |
|---|---|
| Consumer privacy law | Utah Consumer Privacy Act (SB 227, 2022) (Utah Code Title 13, Ch. 61 (§ 13-61-101 et seq.)), in effect from 2023-12-31. Applies to: Annual revenue >=$25,000,000 AND (controls/processes personal data of >=100,000 consumers, OR >50% of gross revenue from sale of personal data + >=25,000 consumers). Plan for access, deletion and opt-out requests in the admin panel. |
| Data breach notification | Utah Code § 13-44-202: notice deadline most expedient time possible without unreasonable delay (AG + Utah Cyber Center if >=500 residents; CRAs if >=1,000). We build audit logs that show what data was touched, so notice can be accurate and on time. |
| Utah Artificial Intelligence Policy Act (SB 149, 2024; amended SB 226 and SB 332, 2025), Utah Code Title 13 Ch. 72 | Disclose generative-AI interaction when a consumer clearly asks, and proactively in regulated/high-risk interactions; repeal date extended to 2027-07-01. (effective 2024-05-01) |
| App Store Accountability Act (SB 142, 2025; amended by HB 498, 2026), Utah Code Title 13 Ch. 75 | App stores verify age category and parental consent for minors; developers verify through store data and limit its use. HB 498 (signed 2026-03-18) removed Attorney General enforcement; injured minors or their parents may sue. Pre-installed apps are now covered. (effective 2027-05-06 (main store and developer duties, delayed by HB 498)) |
| Mental health chatbots (HB 452, 2025), Utah Code Title 13 Ch. 72a | Mental-health chatbot suppliers must disclose AI, limit selling/sharing user health input and follow ad restrictions. (effective 2025-05-07) |
| Sales tax on SaaS | taxable: Remotely accessed prewritten software (SaaS/ASP/cloud) taxable when used in Utah; remotely accessed custom software license fees not taxable (Pub 64).. Relevant if you will sell your app as a subscription. |
| Time zone | Mountain. Our team works from San Francisco (Pacific), with remote specialists covering other hours, so Utah working hours overlap with ours every weekday. |

How much does it cost to build an app in Utah?
A typical build with us runs from $7,000 up to around $25,000 to $30,000. A lean first version sits near the low end; AI features, payments, several user roles and integrations move it higher. A Utah company pays the same price as any other client, and you get it in writing after a free 30-minute call.
How long does it take to build an app?
Half of our 44 published builds reached a first release in 7 weeks or less, and none took more than 10. Ingio took 7 weeks and Stridely 6. If your app needs AI disclosure or age-check logic for Utah, we include it in the scope so it does not add surprise weeks at the end.
What does Utah require for AI chatbots and AI features?
Under Utah's Artificial Intelligence Policy Act, you must disclose that someone is talking to generative AI when they clearly ask, and disclose it up front in regulated or high-risk interactions. Mental health chatbots carry extra duties, including limits on selling or sharing what users type. We build the disclosure and data limits into the design.
Does the Utah Consumer Privacy Act apply to my app?
Usually not for a small business. It applies only if annual revenue is $25 million or more and you hold data on at least 100,000 Utah consumers, or on 25,000 while earning over half your revenue from selling data. If you are covered, we build access, deletion and opt-out flows. Breach notice rules apply either way.
How does Utah's App Store Accountability Act affect my app?
It makes app stores verify a user's age category and get parental consent for minors, and developers must check age through the data the store provides and limit how they use it. The legislature changed the start dates in 2026, so we confirm the current dates against the Utah Code when we scope a consumer app.
Can a San Francisco team work with a Utah company?
Yes. Utah is one hour ahead of San Francisco, so our working day covers 10 a.m. to 6 p.m. Mountain. Scoping, weekly demos and handover happen on video, and the scope and price are agreed in writing before work starts. We do not have a Utah office, and we do not pretend to.
How much do freelance app developers charge?
Freelance rates vary widely by country and experience, and many quote by the hour with no total, so compare the full price of the finished app rather than the rate. Ask what is included: design, backend, testing, app store release and handover. We quote the whole project in writing after a free call, typically $7k to $30k, with the code in your name.
How do I choose a mobile app development company in Utah?
Ask for proof: published builds with named clients and results, who will write your code, a written scope with milestones and price, and code and accounts in your name. For AI or consumer apps, also ask how they will handle Utah's AI disclosure and age-check rules. A vague answer is a warning.
Who owns the code when the build is done?
You do. The repository, app store accounts and hosting are in your name from the start. Handover includes a recorded video walkthrough and written documentation, so your own engineers can take over. Support after launch is optional and billed per hour.
Can I build an app with no coding experience?
Yes, for a simple app. No-code and AI builders can produce a working prototype that is good enough to test an idea. Once it needs payments, user roles, integrations or app store review, most founders bring in a team. We often start from a prototype a founder already built and turn it into a product with code they own.
