Onshore vs Offshore Software Development: Cost, Time Zones and Risk

Quick answer

Onshore software development means hiring a team in your own country; offshore means a team in a distant country, usually many time zones away; nearshore means a nearby country with overlapping working hours. Offshore lowers the hourly rate, onshore and nearshore buy same-day communication. Below: Clutch's 2026 hourly rates by country, real time-zone overlap arithmetic, the costs that do not show up in the rate, and how to decide.

Key takeaways

  • Onshore is a team in your own country, nearshore a team in a nearby country with overlapping hours, offshore a team in a distant country, usually with little or no overlap.
  • Clutch's software development guide (updated Sep 21, 2026) lists India, the Philippines, Ukraine and Mexico at $25 to $49 an hour, the US, Poland and Spain at $50 to $99, and Canada and Australia at $100 to $149. Its web development guide lists the US at $100 to $149, so the two pages disagree on US rates.
  • Time-zone overlap is arithmetic: a New York team and an India team share zero hours of a 9-to-5 day; New York and Mexico City share 6 to 7; New York and Warsaw share 2.
  • The rate is not the total cost. Less overlap adds a day to every question, more management time and more rework when requirements are misread, and enforcing a contract across borders is harder.
  • Hybrid models are common: onshore product leadership and client contact, with engineering split across locations. Ask any vendor exactly where the people writing your code work.

Onshore software development means hiring a team in your own country. Offshore means a team in a distant country, usually many time zones away. Nearshore means a nearby country with overlapping working hours. Offshore lowers the hourly rate; onshore and nearshore buy same-day communication. The right choice depends on how well defined your work is and how fast you need answers.

How do onshore, nearshore and offshore compare?

For a US buyer, onshore gives a full shared workday at about $50 to $149 an hour on Clutch. Nearshore shares most of the day from about $25 to $49 in Mexico. Offshore costs $25 to $99 by country but shares little or no working time.

Onshore Nearshore Offshore
Location (for a US buyer) United States Mexico, Central and South America India, the Philippines, Eastern Europe and further
Shared working hours Full day Most of the day Little or none
Typical rate band on Clutch $50 to $149 an hour $25 to $49 (Mexico) $25 to $99 depending on country
Feedback loop Same hour Same day Next day
Legal system Yours Different, often treaty-linked Different
Fits Early products, fast-changing scope, regulated work Most projects that need daily collaboration Well-specified work with a strong owner on your side

Two caveats. First, Clutch’s web development guide, updated the same day, lists the US at $100 to $149, Spain at $25 to $49 and India under $25, so the two guides disagree for some countries. Second, these are averages of listed firms; senior specialists anywhere charge more. For an in-house comparison, the BLS reports a median wage of $135,980 a year for US software developers in May 2025, about $65 an hour across 2,080 hours before benefits and overhead (BLS, checked Oct 31, 2026).

How many working hours actually overlap?

Overlap decides whether a question asked at 10 a.m. gets answered today or tomorrow. Shared hours of a 9 a.m. to 5 p.m. day on both sides:

Your team Their team Time difference Shared 9-to-5 hours
New York Mexico City 1 h (winter), 2 h (summer) 7 (winter), 6 (summer)
San Francisco Mexico City 2 h (winter), 1 h (summer) 6 (winter), 7 (summer)
New York Warsaw 6 h 2
New York Kyiv 7 h 1
New York Bengaluru 10.5 h (winter), 9.5 h (summer) 0
San Francisco Bengaluru 13.5 h (winter), 12.5 h (summer) 0
New York Manila 13 h (winter), 12 h (summer) 0

Arithmetic from standard UTC offsets: Mexico City UTC-6 with no daylight saving since 2022; India UTC+5:30 and the Philippines UTC+8, neither observing daylight saving; Warsaw and Kyiv observe daylight saving on European dates, so overlap with New York can shift by an hour for a few weeks each spring and autumn.

Zero overlap does not make a team unworkable; it means the work has to be written down well enough that nobody needs a same-day answer, or that someone on one side shifts their hours.

What costs do not show up in the hourly rate?

  • Waiting time. With no overlap, every clarification costs a day. On a ten-week build, a few dozen of those add up.
  • Management time. Someone on your side has to write specs, review work and answer questions. That person’s hours are part of the cost.
  • Rework. Requirements read without context get built wrong, then rebuilt.
  • Turnover you cannot see. Ask for named team members and notice of changes.
  • Contract enforcement. Ownership and confidentiality terms are only as useful as your ability to enforce them in the vendor’s country. Under US law, code written by an outside firm does not automatically belong to you; see who owns the code when you hire a developer. That page is general information, not legal advice.

A useful comparison: at 1,500 hours, Clutch’s $25 to $49 band comes to $37,500 to $73,500, and its $100 to $149 band to $150,000 to $223,500. Add your own management hours and a realistic allowance for delay before comparing.

How should you decide?

If… Lean toward
The product is early and requirements change weekly Onshore or nearshore
You have a strong product owner with time to write specs and review daily Offshore can work well
The work is regulated (health, finance) or needs on-site visits Onshore
You need daily collaboration but a lower rate Nearshore
The work is well specified maintenance or a defined module Offshore or a hybrid

Many vendors run a hybrid: product leadership and client contact onshore, engineering spread across locations. That can work well, but ask exactly where the people writing your code are, and how many hours a day they overlap with you.

FAQs

What is the difference between onshore and offshore software development?

Onshore development uses a team in your own country, sharing your working hours, language and legal system. Offshore development uses a team in a distant country, usually at a lower hourly rate but with few or no shared working hours. Nearshore sits between: a nearby country with overlapping hours.

How much do offshore developers cost per hour?

Clutch's software development guide, updated Sep 21, 2026, lists India, the Philippines, Ukraine and Mexico at $25 to $49 an hour, Poland and Spain at $50 to $99, and Canada and Australia at $100 to $149. It says most listed firms overall charge $25 to $49 an hour.

How much do US software developers cost?

Clutch's software development guide lists US firms at $50 to $99 an hour, while its web development guide lists US firms at $100 to $149, both updated Sep 21, 2026. For employees, the BLS reports a median wage of $135,980 a year for US software developers in May 2025, before benefits and overhead.

What is nearshore software development?

Hiring a team in a nearby country with a similar time zone. For US companies that usually means Mexico, Central America or South America. Mexico City is one hour behind New York in winter and two in summer, so most of the working day overlaps.

Is offshore software development worth it?

It can be, when the work is well specified, someone on your side can answer questions within hours, and the vendor has a track record you can check. It works less well for early products where requirements change daily and every question needs a same-day answer.

What are the risks of offshore software development?

Little or no shared working time, slower feedback loops, misread requirements, turnover you cannot see, and contracts that are harder to enforce across borders. Each is manageable with a written scope, a fixed overlap window, named team members and clear ownership terms.
