GoHighLevel for Recruiting and Staffing Agencies: Fit and ATS Limits

Quick answer

GoHighLevel works well as the outreach, pipeline and follow-up layer for a recruiting or staffing agency: candidate and client pipelines, texting, interview booking and reactivation. It is not an applicant tracking system, so job-board posting, resume parsing, timesheets and payroll stay in an ATS or back-office tool.

Key takeaways

  • GoHighLevel is a strong fit for the front half of a staffing business: client business development, candidate outreach by text, interview booking and reactivating past candidates. It is the wrong tool for the ATS half.
  • Bullhorn's own site (checked 2026-10-15) describes applicant tracking and CRM in one system, job-board connections through a Marketplace, onboarding and a middle and back office. Those are the functions GoHighLevel does not replace.
  • Under 47 CFR 64.1200(a)(9) a text message counts as a call, so automated texting to candidates falls under TCPA rules. Whether a given recruiting text is marketing or informational is a question for your counsel.
  • HighLevel's A2P 10DLC registration asks you to pick Marketing, Informational or Mixed, and the use case, samples and opt-in flow must agree. A candidate texting program needs this registration before it sends.
  • Run two pipelines, one for candidates and one for client job orders, and keep an ATS next to GoHighLevel once you need resume parsing, multiposting or payroll.

GoHighLevel can run the outreach side of a recruiting or staffing agency: a client pipeline, a candidate pipeline, texting, interview booking and reactivation of past candidates. It cannot run the applicant tracking side. If you came from the broader question of which CRM a staffing agency should buy, start with the staffing agency CRM guide, which covers Pipedrive, Zoho, HubSpot and dedicated ATS platforms. This page answers a narrower question: what GoHighLevel specifically does for a recruiting desk, and where you still need something else.

The problem this page solves: a recruiter or agency owner who already knows GoHighLevel (or is being sold it) wants to know whether it can be their recruiting CRM, how to wire it, and what the texting rules mean for candidate outreach. Facts below come from pages opened on 2026-10-15 and are listed in Sources. Anything we could not confirm is marked.

Is GoHighLevel a good recruiting CRM for a staffing agency?

It is good if your bottleneck is response speed and follow-up, and it is not good if your bottleneck is candidate database volume, job-board posting or payroll. GoHighLevel gives you contacts, pipelines, workflows, messaging, calendars and review requests in one place. It does not present itself as an ATS, and the ATS vendors’ own pages describe a different list of functions.

Staffing job GoHighLevel Where it stops
Win and manage client accounts Strong: pipeline, tasks, email and SMS sequences No built-in contract or MSA management
Candidate outreach by text and email Strong, with 10DLC registration and consent in place Consent and message type are your legal responsibility
Book candidate and client interviews Calendars, reminders and no-show workflows No video-interview scoring or assessment tools that we found documented
Reactivate past placements Strong: tags, smart lists, workflows Depends on consent you captured the first time
Store candidate records Workable for small volumes with custom fields and custom objects No documented resume parser; custom objects are capped (see below)
Post jobs to boards Not documented as a feature Use an ATS or board tool
Timesheets, payroll, billing Not documented as a feature Use middle and back office software
Vendor management system (VMS) feeds Not documented as a feature Use an ATS or VMS connector

“Not documented” means the HighLevel help articles we opened do not describe it. Check the current help center before ruling it in or out for your build.

What does GoHighLevel do well for recruiting and staffing?

Four things: a client pipeline, candidate engagement, interview scheduling and reactivation. Each maps to a documented HighLevel feature.

Client and job-order pipeline. HighLevel defines a pipeline as the overall sales process you want to track, a stage as one step in it, and an opportunity as a potential deal moving through it. A staffing agency’s “deal” is a client or a job order. See the pipeline and contact setup guide for build steps.

Candidate outreach. Workflows send texts and emails when a candidate applies, replies or goes quiet. The new lead follow-up workflow shows the pattern; for a candidate, replace “lead” with “applicant” and the first message with a screening question.

Interview scheduling. Calendars can book a screening call, and workflows can remind and chase no-shows. The appointment reminder and no-show workflow is the same logic whether the guest is a patient or a candidate.

Reactivation. Candidates placed 12 months ago are your cheapest pipeline. Tag by skill and last-placed date, filter with a smart list, and run a short sequence. Consent is the gate: see the texting section below.

An agency owner can also use HighLevel’s review request feature (Reputation, Requests, or a workflow action that sends from the contact’s assigned user) to collect Google reviews from placed candidates and client contacts. HighLevel’s article does not address consent for those messages, so apply the same rules as any other text.

How should you design a candidate pipeline and a client pipeline?

Use two pipelines, because a candidate and a client job order move through different stages and are owned by different people. Do not force both into one “deal” pipeline.

Candidate pipeline Client and job-order pipeline
Who it tracks A person you may place A company or an open role
Stage 1 Sourced or applied Prospect
Stage 2 Contacted Meeting booked
Stage 3 Screened Job order received
Stage 4 Submitted to client Candidates submitted
Stage 5 Client interview Interviewing
Stage 6 Offer Offer out
Stage 7 Placed Filled (won) or Lost
Stop or exit Not a fit, Do not contact Client on hold
Automation on entry Welcome text, screening question Alert the account owner, create submission task
Owner Recruiter Account manager or business development

Two build notes. First, HighLevel lets each opportunity sit in one pipeline and one stage, so a candidate submitted to three jobs needs either three opportunities or a custom object that links the candidate to each job order. Custom objects are documented as record types with their own fields and associations to contacts and opportunities, available on all plans, with a limit of 10 custom objects per location and 10 unique fields per object. That is enough for a Job Order or Placement object and not enough to rebuild a full ATS data model. Second, keep a source field, consent status and last-contact date on every contact; they drive the reactivation lists.

The ATS-side staging in Bullhorn, JobAdder and Crelate is richer than this. The point of the table is the minimum that keeps outreach and reporting honest.

What are the texting rules for candidate outreach?

Treat every automated text to a candidate as a TCPA-regulated call, register the sending number for A2P 10DLC, and capture consent that matches the type of message. HighLevel gives you the tools; the consent and the legal judgment are yours. Car dealerships deal with the same consent questions on purchased leads; see GoHighLevel for car dealerships.

TCPA. The FCC’s rule text at 47 CFR 64.1200(a)(9) states that “the term call includes a text message, including a short message service (SMS) call.” Under (a)(2), telemarketing calls using an autodialer or artificial voice to wireless numbers need “prior express written consent,” defined in (f)(9) as an agreement in writing bearing the signature of the person called. Telephone solicitations to a residence are barred before 8 a.m. or after 9 p.m. at the called party’s location under (c)(1). Whether a recruiter’s job-alert text is telemarketing or informational is not something the rule text settles for you, so get counsel’s view. The TCPA setup guide and the state texting laws research cover the settings and state add-ons, including the FCC’s pending changes.

A2P 10DLC. HighLevel’s campaign registration article lists the use case choices as Marketing or Promotional, Informational or Non-Marketing, and Mixed (which sets Low Volume Mixed in Chat Widget Setup). The use case description must explain who sends the messages, who receives them, what is sent and how contacts opt in, and it must match your sample messages. HighLevel’s rejection table lists codes such as 30886 (description does not match the use case) and 30913 (marketing consent must be collected separately from informational consent), both resubmittable. Sample messages must identify the sender and include opt-out language, and must not contain custom fields. Walk through the process in the A2P 10DLC registration steps and the rejection fixes.

Opt-out. HighLevel’s SMS compliance settings article lists STOP, STOPALL, CANCEL, UNSUBSCRIBE, END and QUIT as carrier-compliant opt-out words, and says the first message in any conversation includes sender information and opt-out language.

The staffing wrinkle. Agencies routinely share candidate details with client employers. HighLevel’s rejection article lists code 30932: a privacy policy that says opt-in data is shared with third parties for marketing is a rejection, and the fix is to state that mobile information is not shared with third parties for marketing. Sharing a candidate with a client for a placement is not the same as sharing a phone number for marketing, but the wording matters in both the privacy policy and the 10DLC submission. Have counsel draft it.

Candidate message Likely type Consent to capture Note
Interview reminder after the candidate applied Informational Opt-in at application, with STOP and HELP language Keep it to the scheduled interview
New job alert matching a candidate’s profile Gray area, counsel to decide Separate, unchecked SMS box on the application form Do not bundle into mandatory terms
Reactivation blast to the database Marketing Documented prior express written consent No consent on file means do not send
Check-in text to a placed temp Informational, if about their assignment Collected at onboarding Honor STOP immediately

When do you need an ATS alongside GoHighLevel?

When candidate volume, job-board posting, resume handling, onboarding or payroll starts taking more time than outreach does. Here is what the vendors’ own pages say, opened 2026-10-15.

  • Bullhorn says its applicant tracking and CRM live in one system, covering business development, candidate sourcing, applications and placements. It connects to job boards, sourcing, background checks and VMS through its Marketplace, lists Onboarding, and says its middle and back office handles worker payments. Its pricing section lists Starter at $99 per user per month and Core at $165 per user per month, with Pro and Max quote-based. The page did not say whether those are billed monthly or annually, so confirm with Bullhorn.
  • JobAdder says you can write an ad once and post it to multiple job boards, connect to more than 200 job boards, and use a Recruitment CRM. It lists no prices and offers a tailored proposal.
  • Crelate describes an ATS and recruiting CRM, a job portal, bulk email and text campaigns for staffing, and onboarding with e-signature and I-9 and E-Verify. It lists no prices.
Your situation GoHighLevel only ATS and GoHighLevel
Executive search, low volume, long cycles Works well Rarely needed
1 to 3 recruiters, mostly business development Works well Add an ATS when candidate volume grows
Posting each role to many job boards Does not cover it ATS needed
High-volume temp staffing with timesheets and payroll Does not cover it ATS plus back office needed; GoHighLevel for client acquisition only
Agency losing clients to slow follow-up Fixes it Keep both if you also have heavy resume flow
Need native resume parsing Not documented ATS needed

If you run both, decide which system owns which record. The ATS owns the candidate and job record; GoHighLevel owns marketing source, consent and message history. Connect them with Zapier or native integrations or the API, and test the handoff at one event, such as “candidate applied” or “placed”.

What does it cost to run GoHighLevel as a recruiting CRM?

The plan fee is flat per account and usage is billed separately, so cost scales with texting volume rather than recruiter headcount. That is the opposite of per-user ATS pricing such as Bullhorn’s listed rates. See the pricing breakdown for current plan and usage rates rather than a number copied here, since they change. For a build, aibrevo’s GoHighLevel implementation service scopes the two pipelines, consent capture and 10DLC registration, and says up front if an ATS is the better first purchase.

Founder’s note, Alpit Patel. I see staffing agencies try to run the whole business out of a CRM. Before building, draw the line between the front half and the back half of the business. GoHighLevel handles client outreach, candidate texting, interview booking and reactivating past candidates. Resume parsing, multiposting and payroll stay in an ATS. Register the texting program with the right use case before the first candidate message, because the use case, samples and opt-in flow have to agree. Keep the candidate pipeline and the client job-order pipeline separate, since one person can be both a placed candidate and a future client contact. I founded aibrevo in San Francisco in 2021, and through autoesta I have overseen 320+ GoHighLevel implementation projects across med spas, real estate, healthcare, dental, home services, SaaS and professional-services clients in the US, UK and UAE. FAQs

Can GoHighLevel replace an applicant tracking system?

Not for the ATS functions. Bullhorn's site describes ATS and CRM in one system, job boards through a Marketplace, onboarding and back office. GoHighLevel's documentation we reviewed describes pipelines, messaging, calendars and workflows, not job multiposting, resume parsing, timesheets or payroll. Many agencies run both.

Is GoHighLevel a good recruiting CRM?

It is a good recruiting CRM for outreach and follow-up, and a weak one for candidate database management at volume. You can model candidates as contacts with custom fields and a pipeline, but there is no native resume parser that we found documented. Small desks use it alone; larger agencies pair it with an ATS.

Can I text candidates from GoHighLevel?

Yes, from an SMS-capable number with A2P 10DLC registration for local US numbers. You also need consent that fits the message type. The FCC rule text says a text message is a call, so TCPA applies. Add opt-out handling and send only inside permitted hours. Have counsel review consent wording.

What A2P 10DLC use case should a staffing agency choose?

HighLevel offers Marketing, Informational and Mixed. Job alerts and interview reminders to people who applied lean informational, while promotions or new-job blasts to a list lean marketing. If you send both, Mixed with two separate unchecked consent boxes is the documented route. Match samples to the use case.

Can GoHighLevel track both candidates and clients?

Yes. Create one pipeline for candidates and a second for client job orders, and link them through the contact or a custom object. HighLevel documents multiple pipelines per sub-account and custom objects with associations to contacts and opportunities. Keep stage names specific so reports stay readable.

How do I reactivate past candidates with GoHighLevel?

Tag candidates by skill and last-placed date, build a smart list, and send a short consented text or email asking if they are open to work. Honor STOP replies, stay inside permitted hours and cap frequency. Reactivation only works if the original consent covers it, so check it first.

Should a small recruiting agency use GoHighLevel or Bullhorn?

It depends on where the pain is. If you lose clients because follow-up is slow, GoHighLevel's plan fee is the cheaper fix. If you lose time to resume handling, job-board posting and placements billing, an ATS comes first. Bullhorn's page lists Starter at $99 per user per month and Core at $165, so run the numbers for your headcount.
